Finance

The Finance Office is responsible for maintaining control and reporting on all financial activity of the Borough of Hopatcong.  This includes, but is not limited to, operating and capital funds for general, water and sewer activities; animal control trust, other trusts, fixed assets, payroll, grants and accounts payable.
 
The CFO is responsible for the preparation of the annual financial statements, annual and supplemental debt statements and balance sheets of all Borough funds and for all general financial matters.  This includes debt issuance, revenue analysis, and monitoring expenditures.  The CFO oversees all financial records in order to determine the financial position of the Borough, compliance with various laws and regulations and procedural accuracy.  The CFO also advises the Mayor, Council, Administrator
and department heads on financial/budgetary matters and is responsible for all other general fiscal functions.  The Borough's CFO, Lorraine, has worked in local government since 1998 and has been with the Borough since 2015.  She graduated with a BS in Accounting from Albright College in 1991 and received her CMFO License from the State of New Jersey in 2001.
 
The Payroll Clerk is responsible for the preparation and maintenance of employee payroll and health insurance files, attendance, bi-weekly payroll and ensuring all agency payments are made in accordance with contractual and legal regulations.  They also reconcile quarterly pension and wage tax reporting.  Other duties include the processing of all the payments of bills, preparing interlocal billings and administering the Borough's HUD program.  The Borough's Payroll Clerk, Courtny, started with the
Borough in 2022.
 
Accounts Payable and Purchasing is responsible for ensuring all purchases follow and adhere to the purchasing process. They prepare the Bill List for each Council Meeting and oversee all contract files under the guidance of the CFO and QPA. The Borough's Purchasing Assistant, Brigitte, started with the Borough in 2022.
 
The Governing Body authorizes the payment of municipal obligations at its regular business meeting, generally held on the first and third Wednesday of each month.  The Bill List is included in the Agenda for interested parties.
